your consideration and to recommend that Mr.Bagg be dismissed
from the service with effect from the 12th.instant.
I will address you in another despatch as to the
manner in which I propose to fill the vacancy.
6. I have considered the question as to
whether in the event of Mr.Bagg being dismissed from the ser-
vice he could be called upon to refund the cost of his pass-
age to this Colony.
7. I referred the matter to the Attorney-
General who conferred with the Treasurer and Crown Solicitor,

2-10-1900. General's minute it will be seen that he considers it doubt-
ful whether the passage money could be recovered but points
that
out the original agreement with Mr.Bagg is in the custody of

the Crown Agents.
9. In thelast paragraph of his minute the
Attorney General suggests that in the agreements drawn up by
the Crown Agents it would be well to have the clause dealing
with refund of passage money so framed as to include any Ci-
vil Service appointment held by an officer for a period not
exceeding three years.
IO. I think the suggestion of the Attorney
General a good one, and, if you approve, I recommend that the Crown Agents be requested to embody it in all future agTEC-
ments
